Vanuatu Medium-Term Debt Strategy

The Vanuatu Medium-Term Debt Strategy (MTDS) 2025–2028 outlines the Government’s approach to managing public debt in a way that supports fiscal sustainability, economic resilience, and national development objectives. The strategy provides an overview of the existing debt portfolio, the legal and institutional framework for debt management, and the key risks affecting public debt, including exposure to external shocks and natural disasters.

The document sets out the Government’s strategic priorities over the medium term, including prioritizing concessional external financing, gradually developing the domestic debt market, strengthening debt management systems, and improving transparency and investor engagement. Through analysis of alternative borrowing strategies and clear monitoring targets, the MTDS serves as a guiding policy framework to ensure that public borrowing remains prudent, cost-effective, and aligned with Vanuatu’s long-term economic stability.
