The Government Business Monitoring and Evaluation Unit and the Commercial Investment Unit

The Government Business Monitoring and Evaluation Unit (GBMEU) reports through the Deputy Director, Finance and Administration whereas the Commercial Investment Unit (CIU) reports directly to the Minister for Finance and Economic Management.  GBMEU is established within the Administration Division of the Department of Finance & Treasury whereas CIU was established by clause 36 of the Commercial Government Business Enterprise Act 2024, which was Gazetted on 14 February 2025.

GBMEU advises the Ministry of Finance and Economic Management within the framework of the Government Business Enterprise Policy, which was established in 2013 by Council of Ministers Decision 148/2013. The Business Enterprise Policy approved by the Council of Ministers on October 17, 2013, provides the framework within which the GBMEU analyses government involvement in commercial businesses. 

Since the Gazettal of the Commercial Government Business Enterprise Act 2024 on 14 February 2025, staff of the GBMEU have worked to assist the establishment of the Commercial Investment Unit (CIU).  The CIU provides advice directly to the Minister for Finance and Economic Management rather than through the bureaucratic structure of the Ministry of Finance and Economic Management.  The CIU is mandated to monitor and evaluate the commercial entities in which the Government of Vanuatu has invested public funds or is considering investing.  CIU has a particularly vigorous role in ensuring the efficient and effective operation of majority owned businesses. 

CIU also works with the Minister to ensure that boards are appointed on the basis of merit, and evaluates board performance annually, providing reports to the Minister.   The CIU also evaluates the financial performance of commercial enterprises and advises the Minister on setting targets for the return on equity for each enterprise.  The CIU provides an annual report on the performance of Government’s majority owned enterprises, which is tabled in Parliament.
