INTRODUCTION
1. The Asian Development Bank (ADB) is supporting the Government of Vanuatu (GoV) through the proposed Rapid Response Contingent Project (RRCP). The RRCP will establish a pre-arranged crisis preparedness and contingent financing mechanism under ADB's Rapid Resource Reprogramming and Deployment Option (3RDO) framework. The project is designed to strengthen national readiness and enable the rapid deployment of repurposed sovereign portfolio resources following eligible crisis events.
2. The RRCP will support immediate response and early recovery activities following natural disasters, public health emergencies, and socio-economic crises through existing government systems and agreed activation procedures. The project will provide a framework for the rapid financing of emergency supplies, equipment, essential repairs, and livelihood support. It will complement existing disaster risk management systems and disaster risk financing instruments while strengthening institutional preparedness and response capacity throughout the project lifecycle.
3. The RRCP will enable the GoV to respond promptly and effectively to eligible crisis events by financing critical goods, services, and activities required to address the immediate needs of affected populations. The project has a national scope and will be implemented in accordance with the RRCP Project Administration Manual (PAM), which includes an Emergency Action Plan (EAP). The EAP will be reviewed and updated at least annually, and following each project activation, to incorporate lessons learned and strengthen future response arrangements.
4. The EAP establishes the conditions and procedures for activating the RRCP, identifies affected geographic areas and target beneficiaries, assigns implementation responsibilities, estimates resource requirements and implementation costs, and defines indicators for monitoring progress and assessing performance.
5. This Environmental and Social Management Framework (ESMF) has been prepared and adopted by the GoV to ensure that the Government, the executing agency (EA), the Vanuatu Project Management Unit (VPMU), and all implementing agencies (IAs) have the necessary procedures, resources, and capacity to identify, assess, and manage environmental and social (E&S) risks and impacts associated with activities financed under the RRCP. The ESMF is designed to facilitate the rapid mobilization of resources following project activation while ensuring compliance with applicable environmental and social requirements.
6. The ESMF establishes the environmental and social risk management requirements applicable to activities included on the RRCP Positive List of eligible expenditures. It has been prepared in accordance with ADB's Environmental and Social Framework (ESF), relevant Environmental and Social Standards (ESSs), and applicable national legislation and regulatory requirements. The ESMF applies to all activities financed under the RRCP and will be reviewed and updated, as necessary, upon each project activation to reflect the specific context, location, scale, and nature of the crisis response activities being implemented.
7. The overall environmental and social risk classification of the RRCP has been assessed as Moderate. The mitigation measures presented in this ESMF are based on applicable national legislation, relevant ADB ESS requirements, and the World Bank Group Environmental, Health, and Safety (EHS) Guidelines. Together, these measures provide a comprehensive framework for identifying, mitigating, monitoring, and managing E&S risks and impacts throughout project implementation. The ESMF also includes stakeholder engagement requirements and a project-level Grievance Mechanism (GM), consistent with the requirements of ESS10.
8. Upon activation of the RRCP and the release of financing, implementing agencies will commence implementation of the approved response activities. This ESMF sets out a range of proportionate mitigation and management measures to address potential E&S risks and impacts associated with eligible activities. Implementing agencies are expected to apply the measures relevant to the specific activity being undertaken and may adopt alternative or additional measures where these are demonstrated to be more effective in managing identified risks and impacts. All activities will be implemented in accordance with applicable national legal requirements, the standard operating procedures of the National Disaster Management Office (NDMO) and relevant cluster coordination mechanisms, and the environmental and social risk management measures specified in this ESMF.
9. An Environmental and Social Screening Matrix (Annex 1) forms part of this ESMF and will be completed by the GoV upon activation of the RRCP. The screening process will identify the specific activities proposed for financing and capture details that may not be available during project preparation, including location, scale, implementation arrangements, and potential E&S risks and impacts. The completed screening matrix will be reviewed by the environmental and social specialists responsible for the project to confirm that activities remain consistent with the project's Moderate risk classification and that the management measures set out in this ESMF are adequate.
